Hi,
I have refused to let them install dumb meter at my house.
I emailed Ontario Hydro asking if there was a law that I had to, and if there was any penalty.
Guess what, there is no law and/or penalty.
They can not force you to accept the new dumb meter.
This fact should be made public to make people aware of the fact.

I am writing in response to your e-mail of November 9, 2010, to the Ministry of Energy, regarding the obligation to allow the installation of Smart Meters.

Smart Meters are a key component of Ontario ’s commitment to a reliable and clean energy future and contribute to fostering a culture of conservation across the province. Smart Meters not only enable time-of-use (TOU) pricing, they also allow for many operational benefits such as better management of power outages and remote meter reading.

There is no provision in legislation which specifically addresses the refusal of a customer to accept a Smart Meter, or sets out a penalty for doing so. However, the government has set clear targets for TOU rates implementation which the Ontario Energy Board has mandated for electricity distributors by code. Smart Meters are required to enable the implementation of TOU rates.

Please note also that your electricity meter is the property of your electricity distributor and the distributor has the right to access its own property, and to replace the meter when necessary. A customer who prevents a distributor from accessing its own equipment would run the risk of having his or her service disconnected.

  1. There seems to be a huge penalty for not allowing your utility to install a smart meter on your property; they can disconnect your hydro.

    Remember that the utility owns the meter. If you read the conditions of service for your utility, by agreeing to have hydro at your property the utility has the right to access their meter. They need to do this to read the meter (smart meters reduce the need for a visual inspection), maintenance (to verify if the meter has been tampered with), and replacement. If the utility is denied access, they reserve the right to disconnect the customer (with proper notice).

    Note that this isn't something new. Having worked with a utility for years, I have seen the case, long before smart meters came around, where customers have been cut off for refusing entry to their property to read and replace the meter.

  2. I have refused to have a Smart Meter installed in my house. Ottawa Hydro have been badgering me for well over a year and their last letter stated that "they may disconnect my service".
    As I understand matters, even if they have the authority to cut off my service - debatable -they still have to provide me with formal notice if their intention to do so. I'm still waiting for this notification.
    Does anyone else have experience with this situation?

  12. our family home burnt to the ground - ins co wouldn't listen to likely cause of fire being the smart metre - my ins premiums have gone through the roof. New smart meter installed by electrician - feel a little safer - but we are paying close to $4/month for a smart meter that can't be read therefore a metre reader visits once a year to read it. Why should I have to pay for smart metre when it doesn't work - talk about feeling helpless. How many other "electrical" fires have actually been smart metre fires in Ontario

  15. Yesterday I got a knock on my door and the Oshawa Electric utility employee said he was there to put in a new meter. I told him "no". He then handed me an undated letter that said if I don't allow a smart meter in my home, they "may" disconnect my power. I know they are not allowed to do that in winter.
    In 2009 when they came out with smart meters I asked the utility company if they would install it outside as I didn't want the radiation pulses in my house and they said they would not pay for it. I don't want to pay the probably large fee to an electrician to do it so they can charge me more for TOU. No one should have this forced on them. If they wanted to put in a meter that wasn't a smart meter I would be okay with that but they just want to install a smart meter.
